November Bulletin (2015)

Is your Hedge or Tree overhanging the public highway?

Transport for Buckinghamshire (TfB) on behalf of Buckinghamshire County Council, would remind home and land owners that it is their responsibility to keep the highway free from overhanging trees, shrubs and overgrown bushes etc. Landowners must ensure that there is no obstruction or partial obstruction to the footway or carriageway.

TfB regularly makes inspections and also receives reports regarding obstructions on the highway. If you are notified, TfB would ask that you arrange to have any obstruction cut back within 14 days. Should you be unable to complete the work by the end of this period of notice, TfB may arrange for the work to be carried out and may claim reimbursement from the landowner for reasonable expenses following completion of the works, in accordance with Section 154(4) of the Highways Act.

Clerks – Please share the following information with your Parish Councillors Opportunities to work as a Poll Clerk at the General Election – Thursday 7 May 2015 

AVDC is seeking to recruit additional staff interested in working as a Poll Clerk at the General Election, which will be held on Thursday 7 May 2015.  We already have a database of people who have assisted in the past, who we will contact later this year, but we will need to recruit additional staff to work in May 2015.

Working as a Poll Clerk involves working at a Polling Station, which are located at various locations and villages across the District, from 7am to 10pm on election day.  An on-line election training module can be completed prior to election day to assist first time staff.  All Polling Stations are also managed by an experienced Presiding Officer who will explain to new staff what is required when working on election day.  The fee paid to Poll Clerk is usually £122 + £20 for completing the election training.

Operation Arctic  

Operation Arctic is a seasonal crime prevention campaign raising awareness about the increased risks of burglary as the evenings draw in.  The campaign starts on Monday 6 October and runs to the end of January.

Darker evenings afford the burglar greater cover to commit burglary offences and also a period where it is more obvious if you’re not at home.  Occupied houses have lights on, during the winter months lights are often required from 4pm and so a timer switch, which enables lamps to come on, can be an effective and low cost solution.  We recommend that timer switches on lamps are used in the house and that they are set to follow a pattern of someone living in the house, for example one comes on late afternoon in the lounge area, followed by one upstairs from around 6.30/7pm making it appear there is someone home.

AVALC AGM 

The Annual General Meeting of the Aylesbury Vale Association of Local Councils is to take place on Saturday, 1 November 2014 at 10 am at Quainton Community Hall to which Parish and Town Councillors and Parish Meetings are invited to attend.  Coffee is available from 9.50 am for 10 am start with presentations on Resilience Planning with Bucks County Council; Haddenham in Transition (Conserving Energy in Homes by Air Tightness Testing); Bucks Community Foundation – Working with Local Communities.

In addition there will be a “Market Place” for Parishes and Community Organisations to display details of their work and innovative projects in order to invigorate their communities for which candidates are sought.

The Annual General Meeting takes place at 11.45 am.

Community Chest Grants Panel 

In September, the Community Chest Grants Panel awarded £79,600 through six grants to these organisations:-

I Have a Voice Too, Oakley Bowling Club, PACE Centre, Puzzle Centre, Thomley Activity Centre and Westbury Parish Council

Garden Waste Bin (Brown Bin) Collections 

The last date for collection of garden waste bins, (brown bins), this year will be either Monday 24 November or Monday 1 December, depending on which week the green lid waste bin is collected. Collections will start again in 2015 on 2 or 9 February.

Temporary Prohibition of Through Traffic (2014)

THE BUCKINGHAMSHIRE COUNTY COUNCIL

(MAIN STREET, LILLINGSTONE ROAD AND TOWCESTER ROAD IN THE PARISHES OF AKELEY AND LILLINGSTONE LOVELL)

         (TEMPORARY PROHIBITION OF THROUGH TRAFFIC) ORDER, 2014

BUCKINGHAMSHIRE COUNTY COUNCIL has made an Order, which will temporarily prohibit any vehicle from proceeding, except for access, in those lengths of Main Street, Lillingstone Road and Towcester Road in the Parishes of Akeley and Lillingstone Lovell, which commences at its junction with Coronation Cottages and continues to its junction with Deanshanger Road.

The alternative route for vehicles affected by the closures will be via Main Street, Buckingham Road, Towcester Road, Duck Lane, A413 Moreton Road, A422 Market Hill, West Street, Brackley Road, Buckingham Road, Brackley Road, Buckingham Road, Brackley Road, A43 (Northamptonshire), A413 (Northamptonshire), Brackley Road (Northamptonshire), Towcester Road and vice versa.

The closures are required whilst micro surfacing works take place and it is anticipated that the works will take place between 1 September 2014 and 30 September 2014 for 7 days in this period.  The works will take place between 0700 hours and 1900 hours each day.

The Order will come into operation on 1 September 2014 when the appropriate signs are lawfully displayed and will continue in force for a period of 18 months or until the works have been completed, whichever is the earlier.

Penalties for not observing these restrictions will be as prescribed by the Road Traffic Regulation Act 1984 and the Road Traffic Act 1991.
